The Anambra State Executive Council (ANSEC) has officially moved from planning to “full enforcement” of road setback standards across the state. In a move to align with global urban standards and protect the state’s N16.7 billion infrastructure investment, the Ministry of Environment and the OCHA Brigade have been mandated to clear all encroachments on newly dualized roads.

The Mandatory Limits You Need to Know:

• Built-up Areas (Towns/Cities): A minimum of 1.5 meters from the drainage line.

• Non-Built-up Areas (Highways/Outskirts): A minimum of 3 meters from the drainage line.

Why this is happening now: Commissioner for Information, Law Mefor, explained that these setbacks are not just “empty space.” They are legally reserved for pedestrian walkways and non-motorized transport. More importantly, the government is cracking down on property owners who channel stormwater directly onto the asphalt, a practice that leads to rapid road failure and erosion.

The Warning for Business Owners: If you have a kiosk, a “temporary” shop extension, or a billboard within these limits, you are officially “on notice.” The OCHA Brigade has been empowered to remove shanties and makeshift structures without further warning to ensure the “Anambra Beltway” remains clear and safe for pedestrians.

Pro-Tip: Before you pay rent for that “perfect” roadside spot, measure the distance from the gutter. If it’s under 1.5 meters, you might be paying for a space that won’t exist by next month.
